Resolution of the Mayor and Council of the Municipality of Princeton Formally Requesting Amendments to its Recreation and Open Space Inventory (ROSI) Pursuant To N.J.A.C. 7:36-25.3

WHEREAS, the New Jersey Department of Environmental Protection, Green Acres Program (“State”), provides loans and/or grants to municipal and county governments and grants to nonprofit organizations for assistance in the acquisition and development of lands for outdoor recreation and conservation purposes; and

 

WHEREAS, pursuant to the rules governing applications for Green Acres funding (“Rules”), each time a municipality applies for funding, it shall submit a Recreation and Open Space Inventory (ROSI), which shall list each parcel of land held by the municipality for recreation and conservation purposes, and which also serves as the master list of Green Acres-encumbered properties in each municipality (both funded parkland and unfunded parkland); and

 

WHEREAS, also pursuant to the Rules, a municipality shall submit a request to the State for an amendment to its ROSI if it seeks to alter or update any information thereon; and

 

WHEREAS, the Municipality of Princeton (“Princeton”), in consultation with the State, seeks to amend Princeton’s ROSI by:

 

1.                     ADDING the following parcels of land to be included thereon:

                     Block 1001, Lots 1, 2 and 14 (90.4 acres) (unfunded)

                     Block 6106, Lot 1 (0.18 acres) (unfunded)

                     Block 6401, Lot 2 (14.02 acres) (unfunded)

                     Block 52.01, Lots 94, 95, 100 and 101 (0.01 acres) (unfunded); and

 

2.                     UPDATING the funding information for the following parcels of land:

                     Block 5201, Lot 7 (changed from unknown to funded)

                     Block 7401, Lots 2 and 3 (changed from funded to unfunded)

                     Block 34.01, Lot 17 (changed from unfunded to funded)

                     Block 1.01, Lot 3 (changed from unknown to funded)

                     Block 15.02, Lots 38 and 72 (changed from unknown to unfunded)

                     Block 2901, Lot 3 (changed from unknown to funded)

                     Block 4201, Lot 3 (changed from unknown to funded)

                     Block 7401, Lot 12 (changed from unknown to unfunded)

                     Block 801, Lot 1 (changed from unknown to unfunded)

4.                     REMOVING the following parcel from the ROSI so it can be used as replacement land for the Community Park South diversion project:

                     Block 1504, Lot 3; and

 

5.                     INCLUDING the following parcel on the ‘Block and Lot Changes’ Tab of the ROSI

                     Block 5201, Lot 4.04 (formerly Block 5201, Lot 4.01); and

 

WHEREAS, at this time, Princeton Council seeks to formally authorize its officials and staff to make a formal request to the State for an amendment to the Princeton ROSI consistent herewith.

 

NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of Princeton that:

 

1.                     The Honorable Mark Freda, Mayor of Princeton (or his successor to the office of Mayor), and such other Princeton officials and staff members as may be necessary, are hereby authorized and directed to submit the necessary documentation and supporting information to the State to formally request an amendment to Princeton’s ROSI for addition of the parcels of land identified in the “Whereas” clauses above.

 

2.                     Princeton shall comply with all applicable federal, state, and local laws, rules, and regulations under the Green Acres program.

 

3.                     This resolution shall take effect immediately.
