Resolution of the Mayor and Council of Princeton Authorizing the Purchase of Police Vehicles Utilizing a Cooperative Purchasing System in an Amount Not to Exceed $275,000.00 Subject to the Availability and Appropriation of Sufficient Funds

WHEREAS, Princeton wishes to purchase vehicles for use by the police department; and
WHEREAS, pursuant to N.J.S.A. 40A:11-12, any contracting unit may purchase any goods or services under any contract entered into on behalf of the State by the Division of Purchase and Property in the Department of the Treasury (“NJ State Contract”); and
WHEREAS, pursuant to N.J.S.A. 52:34-6.2b.(3) (as amended by P.L. 2011, c. 139) and LFN 2012-10, a New Jersey municipality may purchase goods and services without public bidding under the Local Public Contracts Law through the use of a nationally-recognized and accepted cooperative purchasing contract that has been developed utilizing a competitive bidding or contracting process by another contracting unit within New Jersey such as the Educational Services Commission of New Jersey (“ESCNJ”); and
WHEREAS, police vehicles are available from several vendors on NJ State Contract T2776 for Police Pursuit and Special Services Vehicles and on ESCNJ contract 23/24-11; and
WHEREAS, it is necessary to authorize funds for vehicle purchases prior to obtaining quotes due to the high demand for vehicles and brief period of time during which the ordering banks open and an order may be placed; and
WHEREAS, the Chief Financial Officer has certified that funds will be available in account 01-201-25-240-298, subject to the availability and appropriation of sufficient funds upon adoption of the annual budget.
NOW, THEREFORE, BE IT RESOLVED by the Council of Princeton, County of Mercer, State of New Jersey, that the Mayor and Council hereby authorize the Administrator to purchase police vehicles for the Police Department immediately upon the ordering banks opening for the sale of said vehicles.
