Resolution of the Mayor and Council Authorizing the Award of a Bid Contract to Black Rock Enterprises, LLC for Terhune Road Safe Streets to Transit Pedestrian Improvements for an Amount Not to Exceed $3,039,948.55

WHEREAS, in response to a Notice to Bidders duly posted on www.princetonnj.gov on June 12, 2026, the Municipality of Princeton received and publicly opened the following three (3) bid(s) for the Terhune Road Safe Streets to Transit Pedestrian Improvements bid:
1. $3,039,948.55 from Black Rock Enterprises, LLC of Old Bridge, New Jersey
2. $3,084,013.13 from Earle Asphalt Company of Farmingdale, New Jersey
3. $4,165,287.39 from Seacoast Construction, Inc. of East Brunswick, New Jersey
WHEREAS , Princeton solicited bids for a base bid plus the option of including additional quantities, and based thereon, Black Rock Enterprises, LLC submitted the lowest bid with or without the alternate; and
WHEREAS, department personnel and the Qualified Purchasing Agent have reviewed the bids and determined that the bid submitted by Black Rock Enterprises, LLC is a responsible and responsive bid, and recommend that a contract be awarded to Black Rock Enterprises, LLC for Terhune Road Safe Streets to Transit Pedestrian Improvements; and
WHEREAS, the Engineer recommends the award of the contract for the base bid only;
WHEREAS, the Certified Financial Officer certifies that the Municipality of Princeton has appropriated sufficient funds for these services in the following budget accounts:
04-215-23-021-076-331 $897,535.56
04-215-23-021-076-335 $341,026.33
04-215-26-023-076-330 $201,648.04
04-215-26-023-076-329 $1,599,738.62.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Municipality of Princeton, County of Mercer, State of New Jersey, as follows:
