Resolution of the Mayor and Council of Princeton Authorizing the Award of a Bid Contract to S. Brothers Inc. for Improvements to Ross Stevenson Circle for an Amount Not to Exceed $453,988.07

WHEREAS, in response to a Notice to Bidders publicly posted pursuant to N.J.S.A. 40A:11-1 et seq. on July 15, 2026, Princeton received and publicly opened the following six (6) bids for Improvements to Ross Stevenson Circle:
1. $453,988.07 from S. Brothers Inc. of Manalapan, New Jersey
2. $480,000.00 from Black Rock Enterprises, LLC of Old Bridge, New Jersey
3. $482,134.78 from Top Line Construction Corp. of Somerville, New Jersey
4. $492,113.13 from Earle Asphalt Company of Farmingdale, New Jersey
5. $558,276.51 from Paving Plus, LLC of Glassboro, New Jersey
6. $566,342.60 from Z Brothers Concrete Contractors, Inc. of Sayreville, New Jersey
WHEREAS, department personnel and the Qualified Purchasing Agent have reviewed the bids and determined that the bid submitted by S. Brothers, Inc. is the lowest responsible and responsive bid; and
WHEREAS, the Temporary Certified Financial Officer certifies that Princeton has appropriated sufficient funds for these services in budget account 04-215-22-019-076-344.
NOW, THEREFORE, BE IT RESOLVED by the Council of Princeton, County of Mercer, State of New Jersey, as follows:
1. The Mayor and Council are hereby authorized and directed to enter into an agreement with
S Brothers, Inc. for Improvements to Ross Stevenson Circle for an amount not to exceed $453,988.07 in accordance with the specifications, terms, and conditions within the Bid Documents.
2. The Contract and Bid Documents will be kept on file in the Office of the Clerk.
