Resolution of the Mayor and Council of Princeton Authorizing the Submission of a Substantial Amendment of the 2023 Community Development Block Grant Program Annual Action Plan

WHEREAS, the Municipality of Princeton is qualified as a metropolitan city by the United States Department of Housing and Urban Development for Housing ("HUD"), and as such, participates in the Community Development Block Grants funds pursuant to Title I of the Housing and Community Development Act of 1974; and
WHEREAS, the Municipality of Princeton was awarded $197,180 in Community Development Block Grant Entitlement funds for Program Year 2023;
WHEREAS, the Municipality of Princeton has prepared a Substantial Amendment to the 2023 Annual Action Plan to allow the Princeton Housing Authority to reprogram $143,603 as summarized in Attachment A;
WHEREAS, the Substantial Amendment cancels the Princeton Housing Authority’s project to make outdoor recreation improvements at Redding Circle and creates a project to create a playground and walkway at the Henry F. Pannell Learning Center on Clay Street;
WHEREAS, the draft Substantial Amendment was published on the municipal website and otherwise made available to the public for review and concluded on May 30, 2025;
WHEREAS, an in-person public hearing was conducted on April 30, 2025 to solicit feedback and comments from the community; and
THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE MUNICIPALITY OF PRINCETON:
1. The Mayor is authorized to submit a Substantial Amendment to the 2023 Community Development Block Grant Program Annual Action Plan to the U.S. Department of Housing and Urban Development
2. The Mayor is authorized to sign an amended Subrecipient Agreement with the Princeton Housing Authority to reflect the change in use and extend the period of performance through June 30, 2026.
