Resolution of the Mayor and Council of Princeton Adopting the 2025-2029 Consolidated Plan and 2025 Annual Action Plan for the Community Development Block Grant (CDBG) Program

WHEREAS, the U.S. Department of Housing and Urban Development (HUD) requires local jurisdictions receiving Community Development Block Grant (CDBG) funds to prepare and submit a Consolidated Plan every five years and an Annual Action Plan each program year; and
WHEREAS, the Consolidated Plan identifies housing, community development, and public service needs and outlines a strategic plan to address those needs through coordinated federal, state, and local resources; and
WHEREAS, the 2025-2029 Consolidated Plan for the Municipality of Princeton includes four priority needs: (1) Maintain and Rehabilitate Existing Affordable Housing, (2) Improve Existing Public Facilities, (3) Enhance the Availability of Public Services, and (4) Address Structural and Systematic Racism; and
WHEREAS, the 2025 Annual Action Plan describes how the Municipality will allocate its 2025 CDBG entitlement funds to address these priorities and includes a list of specific programs and projects to be funded, as detailed in Attachment A to this resolution; and
WHEREAS, the Municipality of Princeton has provided opportunities for public input, including a 30-day public comment period and at least one public hearing, in accordance with its Citizen Participation Plan and HUD regulations at 24 CFR Part 91; and
WHEREAS, the final Consolidated Plan and Annual Action Plan were prepared in compliance with applicable requirements and reflect the community's priorities and needs;
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Municipality of Princeton that:
1. The 2025-2029 Consolidated Plan and the 2025 Annual Action Plan are hereby approved and adopted;
2. The Mayor and/or appropriate municipal staff are authorized to submit the Consolidated Plan and Annual Action Plan to HUD;
